VISTA Technology Services, Inc. (VISTA) is seeking a Senior Business Financial Management (BFM) Analyst to support our NAVSEA customer in Washington, DC. This is a hybrid position reporting onsite 3‑5 days a week.

Responsibilities

  • Work independently as an expert in all aspects of Business Financial Management.
  • Review deliverables before submission for content, accuracy, timeliness, and presentation of materials.
  • Support financial execution, formulate strategic financial plans, and translate financing requirements into executable budgets.
  • Assist with input, monitoring, validation, tracking, and reporting of financial documents through Navy ERP and NAVSEA Enterprise Planning System (NEPS).
  • Maintain program planning and execution spreadsheets, including PR status from creation to acceptance and monitoring funding levels for active appropriations.
  • Provide support in developing financial documents that delineate program contract/contractor, field activity tasking, deliverables, and schedules.
  • Track program funding performance against financial database records.
  • Develop briefs, monthly financial status reports, and correspondence.
  • Support the Planning, Programming, Budgeting & Execution (PPBE) process, planning future execution of funding through NEPS, Program Budget Information System (PBIS), and Computer Optimized Batch Reconciliation Application (COBRA).
  • Prepare POM (Program Objective Memorandum) briefs and slideshows for senior leadership.

Basic Qualifications

  • Bachelor’s Degree and 10 years of DoD/Navy financial management experience (with 5+ years supporting a DoD acquisition organization) or 15 years of financial management experience (with 5+ years supporting a DoD acquisition organization) in lieu of a degree.
  • Experience with POM budget/financial analysis.
  • Experience with Navy ERP, PPBE, or budget analysis within the DoD.
  • Experience with NAVSEA Enterprise Planning System (NEPS) to track allocations, obligations, expenditures.
  • Knowledge of spend plan formulation and execution, budgeting processes, and financial planning, analysis, and projection for funding requirements.
  • Ability to perform analysis and develop routine and complex financial reports.
  • Financial team supervisory experience.
  • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint).
  • Strong writing, editing, and presentation skills, including preparing and delivering briefings and reports to senior government executives.
  • Active Secret Clearance.

Desired Qualifications

  • Experience supporting a Navy Systems Command Program Office (e.g., NAVWAR, NAVSEA, or NAVAIR).
  • Experience with DoD or Navy contracting procedures and regulations.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification or training.
  • Aptitude with advanced Excel functions.

Compensation & Benefits

  • Salary range: $120,000 – $145,000 (annualized USD).

  • Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements
