Develop, manage, and evaluate key projects/programs/initiatives from planning to post implementation phases as required. Develop business plans, project charters, and performance metrics in support of business objectives. Ensure organizational alignment with management models and principles and drive the integration of best practices. Perform various assignments including requests for financial and operational reports, data analysis and modeling, business planning, and/or performance measurement. Coordinate quality assurance and/or change management activities with internal and external personnel.
This position is part of the Enterprise Data Quality team and supports the development, implementation, and sustainment of data governance and data quality programs that enable accurate, reliable, and trusted data across the organization.
The Sr Business Program Manager enables consistent execution of data governance operating models, data quality standards, and adoption practices across functional areas. The role supports cross‑functional initiatives by providing program coordination, process design, performance measurement, and organizational change management to embed right‑first‑time data behaviors into daily operations.
This role does not own business data. Instead, it enables Data Owners and Data Stewards to fulfill ownership responsibilities effectively through clear governance models, standards, tools, and adoption support.
Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties
- Lead development, implementation, and evaluation of projects, programs, and/or business initiatives. Provide requirements analysis, performance measurement, and quality assurance. Manage scope, schedule, and budget for organizational projects and programs. Lead and support enterprise data quality and data governance initiatives, including defining requirements, success metrics, KPIs, and quality controls to measure data accuracy, completeness, timeliness, and adoption. Support the development and execution of data governance operating models, including roles, decision rights, RACI, and escalation paths across functional areas.
- Coordinate and report on process/project/initiative assignments. Develop performance indicators and tracking mechanisms to monitor and report results. Prepare, review, and analyze reports, controls, and other financial & operational information for specific projects and initiatives. Define, maintain, and communicate data quality performance indicators, dashboards, and trend analyses, including identification of risks, issues, and adoption gaps. Prepare and present data quality performance reports and insights to leadership and stakeholders.
- Coordinate work plans to implement corrective actions that are identified as a result of performance assessment. Coordinate corrective action plans addressing data quality gaps identified through monitoring, audits, regulatory reviews, or performance assessments. Support root cause analysis and continuous improvement efforts to prevent recurrence and drive sustainable data quality improvements.
- Support the establishment of business plans and objectives across multiple areas / departments. Coordinate with stakeholders on the development of business cases and prioritization of deliverables. Support the development of data quality and data governance roadmaps, business plans, and objectives aligned with enterprise strategy. Assist with development of business cases, value articulation, and prioritization of data quality initiatives in collaboration with business and IT partners.
- Lead change management activities for projects, programs, and initiatives. Develop and implement training of employees and external personnel for new processes and procedures. Develop and implement effective business readiness procedures. Lead or support organizational change management activities related to data governance and data quality initiatives, including training, communications, and readiness activities to drive adoption of new standards, processes, and tools. Reinforce accountability, Data Owner and Data Steward responsibilities, and right‑first‑time data behaviors embedded into daily operations.
- Participate in process improvement task forces. Provide benchmarking analysis. Prepare status reports to leadership. Serve as a trusted advisor to business and IT partners on data governance processes, standards, and data quality practices. Provide day‑to‑day advisory support and guidance to enable effective execution. Participate in cross‑company working groups and benchmarking efforts, and prepare executive‑level status updates and summaries for leadership.
- Understand business processes and provide guidance for end users. Provide day-to-day client support and conduct diagnostics as necessary to ensure optimal performance. Assist and advise other personnel with responses to internal and external inquiries. Understand end‑to‑end business processes, data flows, and system touchpoints impacting data quality, and provide guidance to end users on data governance requirements, standards, and best practices. Provide day‑to‑day advisory support and diagnostics to help identify data quality issues, root causes, and process gaps. Assist and advise business and IT partners in responding to internal and external inquiries related to data accuracy, controls, governance processes, and regulatory or audit requests.
Job Scope
- This is an individual contributor position that works independently with only general direction, relying on knowledge, skills, and judgment acquired through education and relevant experience to plan and accomplish assigned tasks and goals. The position regularly mentors less experienced colleagues. The role provides enterprise data governance and data quality enablement through program coordination, standards execution, performance monitoring, and advisory support.

- Financial Scope:
- Direct impact on budget is substantial - This position has a direct impact on the Company’s performance regarding several key indicators, including operational efficiency, data accuracy and reliability, regulatory readiness, System Average Interruption Frequency Index (SAIFI), Customer Average Interruption Duration Index (CAIDI), and Customer Satisfaction, by managing scope, budget, and schedule within approved parameters and providing structured and detailed reports to the appropriate management team. Drives execution of data quality and data governance initiatives that support operational performance, compliance, and risk reduction. Develops and tracks key milestones. Cost of failure would have a significant impact on Exelon reliability, regulatory posture, and financial goals.
- This position is also key to maintaining the company’s image and good standing with customers, regulators, and shareholders in regards to developing, coordinating, and implementing projects, programs, and initiatives that have a direct link to customer experience, reliability, data integrity, and bottom‑line results of the organization.
- Contacts:
- This position requires interfacing across Exelon Corporation with various levels of personnel in Customer Operations, IT, Regional Operations, Distribution Operations, Transmission Operations, Corporate Security, Communications, Regulatory, and Legal. The role works closely with Data Owners, Data Stewards, and IT partners to support governance execution, data quality remediation, and adoption of enterprise standards. The ability to build relationships across the organization is critical.

Minimum Qualifications
- Bachelor's degree in a business or S.T.E.M. field with 4-7 years of related business experience OR in lieu of bachelor's degree, 6-9 years of related business experience.
- Comprehensive understanding of applicable standards, methods, processes and practices, business fundamentals, and performance metrics in the specific functional area supported by this position (e.g., electric or gas operations, customer service, transmission and substation, distribution system operations, regulatory and external affairs).
- Advanced proficiency in standard software applications (e.g., Microsoft Project, Visio, Excel, & PowerPoint), and relevant specialized business applications (e.g., project portfolio management, requirements/test management, CIS/CRM, customer self-service, telephony, EPS, EAM, work management, & outage management) to support business needs.
- Demonstrated business acumen and ability to create value with strong problem solving, analytical/financial, negotiation, and conflict management skills and a willingness to accept increased responsibilities.
- Demonstrated ability to build consensus, establish trust, meet critical deadlines, communicate effectively, and accept accountability of multiple tasks.

Preferred Qualifications
- MBA or Master’s degree in a related field (e.g., Information Systems, Analytics, Engineering, Business, or other S.T.E.M. disciplines).
- Experience supporting data governance and data quality programs in a complex enterprise environment. Comprehensive knowledge of project and program management practices, with the ability to analyze complex business processes and systems, interpret and recommend alternative courses of action, and implement intervention strategies to attain performance targets.
- Familiarity with data governance tools and platforms such as Collibra, data catalogs, metadata management, and/or data quality monitoring tools. Python and/or SQL experience for data analysis, automation, data quality assessment, or reporting is preferred.
- Certification preferred: Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or Six Sigma (any level).
- Demonstrated strong analytical and problem‑solving skills for project and program evaluation, including experience analyzing complex initiatives involving business processes, system integrations, controls, performance metrics, and operational trade‑offs. Proven ability to manage multiple priorities and evaluate risks and alternatives in a business or operational context.
- Experience supporting enterprise programs, business processes, or operational initiatives within complex, cross‑functional organizations. Strong understanding of end‑to‑end business processes, data flows, and system integrations.
- Strong proficiency in Microsoft Project, Visio, Excel, and PowerPoint, as well as relevant enterprise business applications (e.g., EAM, GIS, CIS/CRM, work management systems, outage management systems, analytics platforms).
- Demonstrated ability to develop business cases and perform economic, financial, risk, and decision analysis to support management decision‑making, with the ability to effectively present analyses and recommendations to business unit leadership.
- Proven ability to build trust, meet deadlines, and work effectively across functional and organizational boundaries, including experience supporting organizational change management, training, or large‑scale adoption initiatives.
