Overview

As we move through a period of exciting transformation and organizational change, Professional Engineers Ontario (PEO) has an immediate opening for a Sr. Manager, Licensing & Assessment to join the Licensing team.

Under the authority of the Professional Engineers Act, PEO licenses and governs over 91,500 licence and certificate holders and regulates the practice of professional engineering in Ontario. PEO’s mission is to regulate and advance the practice of engineering to protect the public interest. With a talented, multidisciplinary staff of over 100, PEO’s vision is to be a trusted leader in professional self-regulation.

Position Summary

The Sr. Manager, Licensing & Assessment is responsible for oversight of the Qualifications, Experience, Competency (CBA) and Applicant Review & Support functions and strategic outlook of the department. This role reports to the Director, Licensing and manages a team of operational leaders tasked with supervising the day-to-day workflows of the business. Drawing on their experience in the licensing process, knowledge of the Professional Engineers Act and several years’ managing multi disciplinary teams, the Sr. Manager will work closely with peers on building and implementing strategic initiatives to cultivate and support continuous improvement within the department and cross-functionally, in alignment with corporate strategies.

Responsibilities

  • Manages the Licensing and Assessment process through a fair and consistent lens, ensuring compliance with regulatory guidelines and alignment with PEO strategies.
  • Lead, manage and grow a high-performing team; including recruitment, development/coaching, and evaluation.
  • Provide senior management with regular updates on the Licensing & Assessment portfolio, implement recommendations as appropriate, and participate in external and internal audits as required.
  • Participate in long-term strategic planning.
  • Develop and implement the departmental strategy in collaboration with the Director, Licensing.
  • Provide direction and support to department leaders by setting clearly defined performance measures and targets.
  • Empower department leaders to operate with agility by monitoring and adjusting workloads in order to optimize overall capacity and efficiency.
  • Keep up with legislation changes affecting PEO Licensing procedures, the Professional Engineers Act and engineering industry trends; filter this knowledge down through the team.
  • Ensures the ongoing and regular reporting of relevant operational metrics to various stakeholders to support decision-making and continuous improvement of Application & assessment processes.
  • Experience with Project Management best practices, including planning, resourcing, quality and stakeholder management.
  • Decisions and the potential impact on department policies and procedures.
  • Provide Notices of Proposal (NOP) regarding applications that are not recommended for licensure.
  • Attend Pre and Registration hearings for NOP appeals; support the Legal department by preparing documentation when required.

Organizational Skills:

  • Strong leadership skills, including people management skills; highly capable of developing and supporting a high-functioning team.
  • Understanding of human resource management principles, practices, and procedures.
  • Strong interpersonal skills with excellent written and oral communication skills.

Technical Skills & Knowledge:

  • Knowledge of the Professional Engineers Act, Ontario and Regulations relating to the competency-based requirements for licensure.
  • PEO’s Licensing Policies and Procedures
  • Operational knowledge of registration databases and familiarity with online application forms

Education/Qualifications:

  • P.Eng Designation and Bachelor’s degree in Engineering; other relevant academic degrees or equivalent experience.
  • Minimum 7 years’ of people leadership experience with a focus in managing a team of experienced professionals.
  • Experience in a regulatory environment is an asset.

Anticipated Salary

The estimated annual salary for this role is $135,000 - $150,000.
