Tyler Technologies is seeking an experienced, PMP‑certified Senior Project Manager to lead, implement, and drive activation of high‑visibility Department of Motor Vehicles (DMV) projects within the State Market. This role is responsible for overseeing complex, multi‑stakeholder initiatives from concept through delivery, ensuring seamless coordination between product teams, state government agencies, regulatory bodies, and internal business units.
The ideal candidate excels in matrixed environments, communicates effectively with both technical and non‑technical stakeholders, and consistently delivers results in highly regulated, fast‑moving state government contexts.
Responsibilities
Project Leadership & Delivery
- Lead end‑to‑end project management for specific DMV‑related initiatives, ensuring on‑time, within‑scope, and within‑budget delivery.
- Own project planning, scheduling, risk assessment, dependency management, and resource allocation across multiple concurrent workstreams.
- Develop comprehensive project charters, work breakdown structures, communication plans, and implementation strategies.
- Cultivate and maintain a strong relationship with strategic partners in the State Market to ensure alignment, collaboration, and successful joint execution of DMV initiatives.
- Lead project readiness meetings, go‑live preparation, rollouts, and post‑launch stabilization for assigned projects.
- Identify risks, issues, and changes; ensure timely mitigation and escalation protocols.
- Coordinate testing, training, documentation, and operational handoff activities.
Stakeholder & Government Agency Engagement
- Serve as the primary point of contact and project lead for State Enterprise General Managers to engage for regular status updates and progress reporting.
- Facilitate cross‑functional collaboration among product, technology, compliance, operations, and state market teams.
- Prepare and deliver executive‑level updates, briefings, and project dashboards.
Process & Governance
- Drive project governance in alignment with PMO standards, regulatory requirements, and State Enterprise operating frameworks.
- Ensure compliance with state‑specific mandates, contract obligations, timelines, and performance criteria.
- Establish and success metrics; implement corrective actions and continuous improvement initiatives.
Qualifications
- PMP certification (active and in good standing).
- 5+ years of project management experience with progressive responsibility delivering large, complex projects.5
- Experience managing public‑sector, or highly regulated environment projects.
- Strong understanding of project lifecycle methodologies (Waterfall, Agile, Hybrid).
- Exceptional communication skills with experience presenting to senior executives and external agencies.
- Proven success working in matrixed organizations with multiple stakeholder groups.
- Demonstrated ability to manage budgets, schedules, vendor relationships, and cross‑functional resources.
- Preferred qualification includes, knowledge of DMV operational workflows, data systems, compliance requirements, or modernization initiatives.
