Reporting to the Staffing Supervisor, the Staffing Consultant will provide a high level of service delivery to the clients we serve as the centralized Government of Nunavut staffing service for positions located in Iqaluit. The Staffing Consultant will ensure staffing practices are done in a timely and cost-effective manner that respects the staffing principles of fairness and transparency. These services are essential to ensure the GN has a qualified and increasingly representative public service and has the capacity needed to deliver programs and services to Nunavummiut. The Staffing Consultant is responsible for ensuring staffing practices are carried out in accordance with the Public Service Act and Regulations, Human Rights Act, Access to Information and Protection of Privacy Act (ATIPP) the Nunavut Agreement, Collective Agreement, Handbooks, the Human Resources Manual and the various policies and procedures governing the staffing program.
The Staffing Consultant leads the staffing process by consulting with client departments to understand their staffing needs to provide the best staffing options. The incumbent will have the authority to prepare and sign letters of offer on behalf of the Minister responsible for the Public Service Act. Coordination of the staffing process will include developing screening criteria, advertisements, assessments and interview questions with the client department, and scheduling and conducting screening of applications and, scheduling and conducting interviews. The incumbent will facilitate the selection committees’ participation throughout the hiring process and regularly inform them of GN policies and procedures. The drafting, provision, and coordination of the letter of offer and other related documents with the successful hire is also a main responsibility of the incumbent. Strong interpersonal skills and relationship skills are essential to build cooperation with client departments, candidates, and references. The Staffing Consultant-French (04-14020) will assist client departments and fellow staffing consultants with competitions requiring services to be performed/offered in French.
Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Human Resources, Business Administration or a related field along with two (2) years of directly related experience in staffing and/or recruitment. Behaviour Descriptive Interviewing experience or certification would be an asset. Strong written communication skills are required to explain, processes and guidelines to client departments and to provide support and inform job candidates. Familiarity with human resources data bases, software and systems such as ePersonality and Oracle Fusion Cloud is an asset.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Fluency in French is required for the Staffing Consultant-French 04-508175 position. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
