About the role

Role Overview

The SME Business Analyst provides high-level technical and management leadership for the Client’s Verification (VER) and Field Operations (FOD) directorates. This role serves as a recognized industry leader and primary liaison between business units and technical teams, ensuring organizational goals are met through process optimization and strategic IT integration.

Key Responsibilities

  • Strategic Requirement Engineering: Facilitate executive-level discussions to gather and document detailed business requirements, including functional specifications and process flow diagrams using an expert understanding of the Client’s IT landscape.
  • Process Optimization: Conduct retrospective analyses and process reengineering to identify improvement opportunities in policy, guidance, and operations.
  • Agile Governance: Lead the implementation and scaling of Agile methodologies, establishing success criteria and maintaining critical artifacts like RACI charts and project charters.
  • Data-Driven Decision Support: Utilize predictive modeling and workload forecasting to provide data-backed recommendations for continuous improvement and operational efficiency.
  • Operational Readiness: Support end-to-end project execution, including User Acceptance Testing (UAT) and coordinating alpha/beta testing cycles with documented feedback loops.
  • Financial & Staffing Oversight: Maintain overall responsibility for the methods and staffing required to ensure all technical requirements of the assignment are successfully met.

Minimum Qualifications

  • Education: Bachelor’s degree in business, Information Systems, or a related field.
  • General Experience: Minimum 8 years of experience as a business analyst or SME.
  • Federal/Domain Experience: At least 5 years supporting federal programs in process optimization and requirements analysis, specifically with a focus on immigration.
  • Subject Matter Expertise: 5 years of experience with immigration policy, the DHS immigration ecosystem, and DHS identity management systems.
  • Certifications: Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent is required.

  • Technical Expert: Functions as a technical expert across multiple high-impact project assignments.
  • Executive Communication: Demonstrated ability to translate complex technical concepts into actionable business solutions for senior management.
