Position Overview And Key Duties

This position serves as the Chief Financial Officer/Branch Chief for the USACE (Baltimore District) Washington Aqueduct, a Federally-owned water utility plant, reporting directly to the General Manager. As the CFO, the incumbent is responsible for all business and financial leadership and oversight of operations. This oversight includes developing, planning, overseeing and refining business and financial strategy and performance management for a $50M/year plant Operations and Maintenance (O&M) Program and a Capital Improvement Program (CIP), currently valued at $80M. Other specific responsibilities include:

  • Development and management of annual O&M budget.
  • Serve as POC for negotiations with stakeholders to establish annual operating budget as well as OMB for annual budget allocations/allotments.
  • Approval authority for budget spending in accordance with fiscal law.
  • Oversight and management of escrow account, Capital Improvement Program, finance and accounting operations and Department of Treasury borrowing authority.
  • Financial auditing and provides visibility of the Aqueduct's financial performance through a wide range of venues.

Other Essential Information

In addition to the Washington Aqueduct being the only Federally-owned water utility, it also comes with its own unique business model. Funding for the O&M mission comes indirectly from water sales through allotments from three major stakeholders: District of Columbia, Arlington County, VA and Fairfax County, VA. This funding is managed through an escrow account and utilized to pay for operating expenses. Escrow funding is subject to OMB requirements.

Qualifications

Candidates must meet the following qualifications to be considered:

  • Specialized Experience: Possess at least one year of extensive Federal financial experience at the Federal GS-13 level, or equivalent, that includes the following federal financial management disciplines:

    • Budgeting and Finance
    • Accounting and Financial Reporting
    • Management Analysis and Internal Controls
  • Supervisory & Managerial Experience: Proven experience as a supervisor with full authority for personnel actions, including hiring, performance management, promotions, and disciplinary actions over subordinate staff.

  • Large-Scale Program Management: Experience managing and providing financial oversight for large, complex programs with significant annual expenditures and a large workforce and that included setting customer rates through a comprehensive analysis of operational and capital costs to determine revenue requirements. This includes conducting cost-of-service studies to ensure fair and equitable rate structures (e.g., fixed charges, volumetric rates, tiered rates) and performing long-term financial planning to fund current operations and future infrastructure investments.

  • Knowledge of Regulatory Frameworks: Comprehensive knowledge of laws, regulations, and policies governing federal financial management, including those from the Office of Personnel Management (OPM), Office of Management and Budget (OMB), Treasury, Department of the Army, and congressional budgetary processes.

  • Knowledge of Government Systems: Experience with government financial systems.

This position is designated as Mission Essential in the event of severe weather conditions or other emergency-type situations, the incumbent is required to report to work to support mission operations. In accordance with AR 690-11, this position has been designated as “Key” and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively. The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A pre-employment and recurring comprehensive background investigation that includes, but is not limited to, contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.

The incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with applicable DoD Directive 5500-7-R, Joint Ethics Regulation.

This position requires the incumbent to obtain/maintain a FMC03-Financial Management Level III Certification within a specified period of time after appointment.

The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident
