Duties
- Oversees the cybersecurity program of an information system network and manages information‑security implications and programs, including infrastructure, requirements, policy enforcement, emergency planning, and security awareness.
- Conducts assessments of threats and vulnerabilities, determines deviations from acceptable configurations within enterprise or local policy, assesses risk level, and recommends appropriate mitigation countermeasures in operational situations.
- Monitors and evaluates systems for compliance with IT security policies and requirements.
- Develops policies and procedures to ensure information‑systems reliability and accessibility and to defend against unauthorized access to systems, networks, and data.
Conditions of Employment

- Position may require access to classified information; requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
- Subject to DoD 8140 policy series: must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months.

- Requires Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
Qualifications
Basic Requirements
- Attention to Detail – experience reviewing own IT‑related work or data and being asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
- Customer Service – experience maintaining relationships with customers, assessing current IT needs, and developing or identifying IT products and services tailored to meet those needs.
- Oral Communication – briefing mid‑level management and IT staff on the status of IT systems, projects, or daily operations, including communicating technical information to a non‑technical audience.
- Problem Solving – identifying alternatives to address complex IT‑related issues by gathering and applying information from a variety of sources that provide multiple potential solutions.
Qualifying Experience
- At least one year of experience demonstrating the competencies necessary for immediate success at the GG‑13 level. Experience may be paid, unpaid, volunteer, or military service equivalent to work at the next lower grade level.
- Defined as: leading a cybersecurity team and managing the comprehensive lifecycle of an organization’s information systems security programs, policies, and tools to ensure confidentiality, integrity, and availability of systems and data.
- Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Education
- No substitution of education for the qualifying experience at the GG‑13 grade level.
- Education must be obtained from an accredited college or university recognized by the U.S. Department of Education.
- Foreign education must be evaluated by the National Association of Credential Evaluation Services at the time of application.

- Position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service; recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
- Current Federal Career/Career‑Conditional employees will be placed on an Excepted appointment.
- A three‑year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- Accepting this position may require a 3‑year probationary period during which fitness and public‑interest contribution will be evaluated.
- Subject to a 1‑year probationary period for assignment to a supervisory position.
- Telework availability will be based on mission requirements and supervisory determination.
- Drug testing required prior to appointment or placement.
- Announcement may be used to fill additional vacancies within 90 days of the closing date.

- Position is covered under DoD Manual 8140 and will be subject to future Cyber Workforce requirements.
