About the role

Position Summary

The incumbent will act as the Enterprise Architect for the DOT Transportation Safety Management and Operations (TSMO) Technology Program providing the strategic vision and overarching blueprint for how Information Technology (IT) and Operational Technology (OT) systems and capabilities will align with and enable the organization's business strategy

They ensure that technology investments, across both domains, are integrated, efficient, and drive the DOT TMSO Technology Program's strategy, vision and goals

Skills

  • 84 months experience with IT Architecture including Enterprise Architecture frameworks, CyberSecurity, Integration technologies and IT infrastructure
  • 84 months experience with OT Architecture in transportation, Networking protocols, IoT in transportation, CyberSecurity and Real-Time systems
  • 72 months experience with IT/OT Convergance including designing architectures, developing unified security strategies, strategies for collecting, processing and analyzing data and architecting platforms for both IT and OT workloads
  • 72 months experience with transportation modes, safety regulations and standards in the transportation industry; operational processes such as traffic management, emergency response
  • 48 months experience with stakeholder management including the ability to translate business and safety objectives into a coherent IT/OT architecture roadmap
  • 48 months experience in a Leadership role, Collaboration with cross-functional teams and Communication; articulating technical concepts to both technical and non-technical audiences

Responsibilities

  • Business Strategy Alignment: Understand the organization's strategic objectives, business processes, and desired outcomes. Translate Business Strategy into IT/OT Strategy by developing a IT/OT strategy that directly supports and enables the achievement of business goals. This includes identifying how technology can drive innovation, efficiency, and competitive advantage
  • Enterprise-Wide Architecture Development: Create and manage a comprehensive enterprise architecture framework that encompasses business, data, application, and technology domains, with a specific focus on the integration of IT and OT. Establish guiding principles and standards for technology selection, development, and integration across the entire enterprise, ensuring consistency and interoperability between IT and OT. Define the desired future state of the organization's IT and OT landscape, outlining how systems and processes should evolve to meet strategic objectives
  • IT/OT Convergence Strategy: Design the overarching architectural approach for integrating IT and OT systems, ensuring seamless data flow, secure communication, and interoperability. Identify opportunities where IT and OT can be leveraged together to create new business value, improve operational efficiency, or enhance decision-making. Analyze and propose solutions for the inherent differences and challenges in integrating IT and OT, such as differing lifecycles, security requirements, and communication protocols
  • Technology Governance and Roadmapping: Provide strategic guidance on the selection of enterprise-wide technologies, platforms, and solutions, considering their impact on both IT and OT. Create technology roadmaps that outline the evolution of the IT and OT landscape over time, aligning with business strategy and anticipating future needs. Define and enforce enterprise-wide technology standards to promote interoperability, reduce complexity, and optimize IT/OT investments
  • Solution Oversight and Guidance: Ensure that significant IT and OT solution designs align with the enterprise architecture principles and standards. Offer strategic architectural guidance to solution architects, project managers, and development teams to ensure their work contributes to the overall enterprise vision. Recognize and plan for the management of technical debt across both IT and OT environments
  • Stakeholder Engagement and Communication: Clearly articulate the enterprise architecture vision, strategy, and roadmaps to senior leadership, business stakeholders, and IT/OT teams. Provide architectural insights to support strategic decision-making regarding technology investments and initiatives. Foster collaboration and build consensus among diverse stakeholders regarding architectural direction
