Role Overview
The Pennsylvania Turnpike Commission is seeking a Technical Business Analyst to support planning, requirements gathering, business-process reengineering, testing, and implementation activities for the UBOS program. This role fits a BA who can work across business and technology teams, model current and future-state processes, translate requirements into structured delivery artifacts, and support enterprise financial and customer-service workflows in a public-sector environment.
Primary Responsibilities
- Lead business analysis work during planning and requirements-gathering phases.
- Facilitate elicitation sessions with business leaders to document as-is processes, requirements, and decision points.
- Compare current processes against best practices and identify where business-process or system changes are needed.
- Translate requirements into service blueprints, business-process flows, agile features, user stories, and supporting technical specifications.
- Maintain blueprints, process flows, features, user stories, and related documentation in Azure DevOps.
- Create visual models and process documentation that clearly communicate business and system behavior.
- Conduct feasibility analysis and assess existing systems for improvement opportunities.
- Define KPIs, business rules, ownership, data sources, and visualization needs.
- Partner with development teams, business owners, project sponsors, vendors, and stakeholders throughout delivery.
- Develop and execute test scenarios, scripts, and plans; support implementation, training, and post-deployment documentation.
Required Technical Skills
- Advanced business analysis experience in a technology-driven environment.
- Advanced experience supporting government or public-sector projects, ideally across multiple technical workstreams.
- Intermediate to advanced understanding of SDLC and agile delivery methodologies.
- Intermediate to advanced proficiency with business analysis tools and techniques.
- Intermediate experience with data analysis and visualization tools such as SQL, Excel, or Figma.
- Intermediate proficiency with Microsoft 365 business tools and the Microsoft ADO Testing module.
- Strong written and verbal communication skills for both technical and non-technical stakeholders.
Preferred Qualifications
- Experience supporting enterprise financial systems or broader enterprise business solutions.
- Familiarity with project management tools such as MS Project.
- Exposure to ITIL or ITSM practices and methodologies.
- Exposure to modern CRM and ERP platforms; Microsoft CE CRM and SAP S/4HANA exposure is beneficial.
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field, or equivalent experience.
