The Role:

This role is focused on recruiting candidates for RFP-driven engagements and preparing responses to RFPs. The recruiter will lead end-to-end recruitment for primarily technical roles, while taking responsibility for resume formatting, tagging, and completing evaluation grids to ensure compliant submissions while maintaining the integrity of candidate resumes. The role collaborates closely with candidates and internal teams to support active and upcoming RFPs, with some involvement in internal hiring as needed.

Responsibilities:

  • Lead full-cycle recruitment for Government of Canada RFP-driven roles, primarily technical in nature but not limited to IT.
  • Review RFP documentation to understand and summarize mandatory, rated and technical requirements impacting recruitment and submissions.
  • Build and maintain a pipeline of qualified consultants and professionals to support current and upcoming RFP needs.
  • Conduct pre-screen and in-depth interviews to assess experience, technical fit and overall role alignment.
  • Work directly with candidates to format, structure and refine resumes and project descriptions to meet RFP requirements.
  • Map and tag candidate experience against mandatory and rated criteria.
  • Populate evaluation grids and matrices and ensure alignment with resume content.
  • Support candidate evaluation, scoring discussions, bid/no-bid activities and pricing inputs.
  • Maintain accurate candidate records, job orders and RFP documentation in Bullhorn.
  • Support internal recruitment needs as required.

Qualifications:

  • 3+ years of experience in recruitment supporting Government of Canada RFP-driven roles or similar compliance driven submissions.
  • Experience recruiting for technical roles; exposure to non-IT or professional services roles is an asset.
  • Hands-on experience formatting and tagging candidate resumes to mandatory and rated criteria.
  • Experience completing evaluation grids or matrices and ensuring alignment with resume content.
  • Ability to review and interpret RFP documentation and recruit candidates against defined requirements.
  • Proven ability to source, screen and interview candidates across multiple skill sets and role types.
  • Strong sourcing expertise using Boolean search, LinkedIn Recruiter, databases, networking and related tools.
  • Hands-on experience using an ATS to manage pipelines and maintain accurate candidate data, preferably Bullhorn.
  • Currently residing in the Ottawa-Gatineau region and holding, or being eligible to obtain, a Government of Canada Reliability clearance.
  • Excellent communication, prioritization and stakeholder management skills, with the ability to manage multiple high-impact searches simultaneously.
  • Bilingual (French/English) communications skills are considered an asset.
  • Experience using tools such as PI Prime is an asset.
