- Salary: $130,000 - $180,000 Depending on Experience and Education

Position Summary
SURVICE Engineering is currently seeking an Technical Specialist to support our Washington Area Operation. You will accelerate your career and become an integral team member within the defense community. The applicant shall provide US Navy S&T Technical Services to the ONR Global Director of TechSolutions. These services require the performance of technical analysis to enhance the government's ability to make highly informed decisions regarding prototype technology investments. Technical analysis is required across a variety of scientific and engineering disciplines to meet the Program's goals of delivering prototypes to the Fleet/Force; and operational experience to understand the warfighter's technology priorities. The primary focus of the Technical Specialist is to evaluate technical proposals to assist the government in identifying the technical merits of the proposed technology. Additionally, after acquiring government endorsement, the Technical Specialist will be required to represent the TechSolutions Program during intensive coordination with stakeholders. These actions will require the specialist to engage in technically proficient communications with Fleet/Force Operators, Technical Developers (in and out the NR&DE), US Navy Acquisition/Transition Stakeholders, US Navy System Commands and the Operational Navy (OPNAV) Staff, regarding the technical merits of various prototype solutions. The TechSolutions Program, Technical Specialist shall execute the subtasks identified below. Tasks shall include, but are not limited to the following:
Primary Duties And Responsibilities Of Technical Specialist
- Recommend validation steps to mathematically quantify the value of new technology requests that are received from the Fleet/Force; and network with ONR Program Officers, other technology SME's, ONRG Science Advisors, and NR&DE developers to assess the state of the technology that has been requested.
- Schedule and execute meetings within five business days to deliver a report on the state of technology development to the requesting warfighter and/or a representative from their command, ONR SMEs, and stakeholders, in order to validate the operational need for prototype development.
- Conduct technical analysis within five business days to determine whether a technology solution is already available, will soon become available, or require development to solve the warfighter need.
- Provide a technical analysis to mathematically quantify the maturity of specific technology within commercial industry and government solution providers.
- Conduct technical inquiries with NR&DE developers, S&T SME's, ONR HQ Program Officers, ONR MILDEPS, and other representatives from the ONR Codes, to identify research being conducted, or existing development already underway, as potential fit as a TechSolutions requirement.
- Provide a technical analysis of the proposals and whitepapers received at TechSolutions and mathematically quantify the validation of the research that has been conducted.
- Coordinate with Technical stakeholders to collect their verbal and/or written evaluations for each new TechSolutions request.
- Coordinate with ONR SME's, document the stakeholders' technical stake and post the data to the TechSolutions online portal.
- Execute distribution (with 1 business day of solicitation closure) of white papers/proposals received by TechSolutions to evaluate team members.
- Coordinate with ONR HQ and the ONR Global KM Team to post a written summary of the award on the TechSolutions blog containing the Who, What, Where, When, Why and How of the project.
- Update blog content weekly by documenting active projects technical highlights, technical achievements and transition success stories.
- Evaluate Project Reports for technical deficiencies and contact Principal Investigator's (PI's) regarding missing or technically deficient reports.
- Ensure most current Project Report information has been posted to the ONR HQ shared drive and the TechSolutions Web Portal.
- Collect, review for accuracy (reporting requirement deadlines are met and technical progress matches the proposed schedule) and distribute Monthly Technical Reports.
- Solicit input from, and coordinate with, ONR Reserve Component, ONR Command Master Chief and the TechSolutions team, to document outreach plans and events for connecting with warfighters.
- Capture and document outcomes from the engagement regarding who, what, where, when, of attendees, new requests generated and discussion results, and report to TechSolutions leadership.
- Research strategic guidance issued from Navy and Marine Corps leadership relating to operational priorities.
- Conduct technical evaluation to support topic validation to align the TechSolutions portfolio with these priorities.
- Represent the TechSolutions Program at program officer portfolio reviews and technical exchange sessions.
Minimum Qualifications Of Technical Specialist
Bachelor's Degree in Civil, Mechanical, Material, or Industrial Engineering or related field and 10+ years of relevant experience. Candidates are not required to possess all qualifications; is you possess some of the desired qualifications, please apply.
Desired Experience
- Applicant must be able to conduct technical analysis and evaluation of proposed solutions across a spectrum of technologies.
- Applicant shall have served in one of the following capacities: US Navy Surface Warfare Officer, US Navy Submarine Officer, Pilot in Command of a US Navy or Marine Corps Tactical Aircraft.
- Applicant must have current Secret Level Clearance
Desired Additional Qualifications
- Communication skills to build relationships with a variety of stakeholders including ONR Program Officers, ONRG Science Advisors, warfighters, acquisition sponsors in program offices, transition sponsors in OPNAV or TYCOMs, and engineers and scientists in the NR&DE.
- Minimum of 2 years of experience working in a Department of the Navy Acquisition Program Office or Systems Command facilitating collaboration on S&T issues between US Navy Stakeholders (OPNAV, PEO/PM and Fleet Forces).
- Working knowledge of the Naval Research and Development Establishment (NR&DE)community - Naval Warfare Centers, SYSCOMS, Labs, and University Affiliated Research Centers (UARC's).
