This role supports a new factory startup manufacturing large, heavy, and complex equipment. The position is part of the core factory startup and onboarding team responsible for building operations and manufacturing staff, fitting out the building, and creating process flow and work instructions from the ground up.

- Test Engineer 2: Requires 2+ years of experience
- Test Engineer 3: Requires 5+ years of experience
Summary
Under limited supervision, designs, develops, and maintains test procedures, tester hardware, and software for electronic circuit board production.
Essential Duties and Responsibilities
Leadership and Management Responsibilities
- Recruit and interview Process Technicians.
- Communicate criteria to recruiters for Process Technician candidates.
- Coach technicians in interviewing and hiring.
- Monitor team turnover and implement improvements.
- Identify strengths and development needs.
- Create and validate training curriculum.
- Coach and mentor Process Technicians.
- Establish measurable goals and objectives.
- Solicit feedback and provide coaching.
- Perform evaluations professionally and timely.
- Drive continuous improvement in operational metrics.
- Coordinate large teams during crises.
- Manage recognition and rewards fairly.
- Provide communication forums.
- Organize ideas clearly in verbal and written form.
- Encourage team input and adapt communication styles.
Technical Management Responsibilities
- Review circuit board designs for testability.
- Support manufacturing with failure analysis and tester debugging.
- Prepare testing recommendations and documentation.
- Generate test data reports and analysis.
- Review test equipment designs and RMA issues.
- Design and direct fabrication of testing apparatus.
- Coordinate engineering activities for test instruments.
- Determine test conditions and sequences.
- Control operational and performance test phases.
- Perform engineering test assignments.
- Analyze test data and prepare technical reports.
- Develop or use software and hardware for testing.
- Maintain techniques per Jabil standards including ISO and QS.
- Provide training on new procedures.
- Adhere to safety and health rules.
- Comply with company security policies.
Minimum Requirements
- Bachelor of Science in Electronics or Electrical Engineering.
- Three to five years of experience.
- Minimum 3 years in medium/high-voltage electrical testing in manufacturing.
- Experience with HIPOT tests; HIPOT certification preferred.
- Ability to ensure safe test operations and identify safety risks.
- Strong troubleshooting skills.
- Experience creating documentation for test staff.
- Understanding of high-voltage standards and safe handling.
- Ability to identify issues compromising system integrity.
- Knowledge of arc flash and short-circuit hazards.
- Completion of specialized training (OSHA, NFPA 70E, Arc Flash PPE, LOTO, high-voltage handling).
Language Skills
- Ability to read and interpret business and technical documents.
- Ability to write reports and procedure manuals.
- Ability to present information and respond to questions effectively.
Mathematical Skills
- Ability to work with probability, statistics, geometry, and trigonometry.
- Ability to apply fractions, percentages, ratios, and proportions.
Reasoning Ability
- Ability to define problems, collect data, establish facts, and draw conclusions.
- Ability to interpret technical instructions and handle abstract and concrete variables.
Physical Demands
- Frequently required to walk and lift/carry up to 50 lbs.
- Requires close vision and extensive computer monitor use.
Work Environment
- Primary workstation in office area with some manufacturing floor time.
- Noise level ranges from low to moderate.
