Test Engineer Level II

Position Overview

The Test Engineer Level II supports FEMA IAMOs Disaster Assistance Portal (DAP) Test and Evaluation Independent Verification and Validation effort. This role performs manual and automated testing for DAP functionality, data pipelines, system interfaces, and release readiness within an Agile, DevSecOps, and CI/CD environment. The DAP solution uses Salesforce CRM integrated with AWS, so the role should support testing in both Salesforce and cloud-integrated environments.

Key Responsibilities

• Support IV&V planning, test preparation, execution, analysis, and reporting for the DAP system.
• Review requirements, goals, test strategies, test plans, test cases, and testing practices to confirm testability and mission alignment.
• Develop manual test cases with step-by-step procedures, expected results, and requirements traceability.
• Create and maintain automated test scripts for functional, regression, data accuracy, accessibility, and performance testing.
• Conduct functional testing based on approved methodologies, schedules, test scripts, and test cases.
• Perform data migration testing for DAP data pipelines.
• Execute regression testing to verify that new enhancements do not negatively affect existing application components or critical interfaces.
• Support performance/load testing by creating or executing performance test scripts and reviewing system behavior under load.
• Conduct accessibility testing, including Section 508 compliance testing.
• Support incorporation of automated tests into the DAP CI/CD pipeline using approved tools.
• Monitor user acceptance testing and review results for an acceptable level of verification.
• Maintain a centralized library of manual and automated test scripts for Government access.
• Document test results, defects, risks, issues, validation findings, and recommended improvements.
• Participate in IAMO Program, user, stakeholder, and developer meetings related to DAP testing and DAP data.

Qualifications and Experience

• Experience performing software testing, quality assurance, IV&V, or test and evaluation activities.
• Experience developing and executing manual test cases, automated test scripts, and test plans.
• Experience with functional, regression, performance/load, accessibility/Section 508, and data migration testing.
• Experience supporting Agile development, DevSecOps practices, and CI/CD testing environments.
• Experience using test management, defect tracking, automation, and requirements traceability tools.
• Salesforce CRM testing experience is strongly preferred.
• AWS-integrated application or cloud testing experience is strongly preferred.
• Federal IT, DHS/FEMA, or public-sector system testing experience is preferred.

Certification Requirement

No specific certification is identified for Test Engineer Level II. However, certifications such as ISTQB, DHS Trusted Tester, Section 508, Agile/Scrum, Security+, Salesforce, AWS, or test automation certifications would strengthen the resume. Resume submissions will be reviewed to ensure proposed personnel meet or exceed the applicable BPA labor category qualification standards.

Clearance Requirement

No specific clearance level is identified for this role. However, personnel may require access to FEMA systems, Government facilities, CUI, PII, Government-furnished laptops, and PIV badges. Personnel must comply with DHS/FEMA access, background investigation, NDA, IT security awareness training, and Rules of Behavior requirements.
