ATCS is seeking an energetic, highly motivated, detail-oriented, self-starter to join our team as a Water Resources Engineering Manager. This role will report out of our Timonium, MD, location. We offer a flex, hybrid environment. Experience with projects and clients in ATCS markets is highly desired.

This is an exciting opportunity to support the strategic growth efforts of our Transportation Water Resources design services group throughout the company. The Water Resources Engineer will perform a variety of engineering tasks primarily supporting our Maryland Workload. The diversity of responsibilities requires a flexible mindset and cooperative team-oriented attitude with progressively increasing technical capabilities.

Role Responsibilities:

  • Conduct technical design for a variety of water resources transportation projects including stormwater management, drainage design, erosion and sediment control design, and stream restoration designs
  • Lead hydrology and hydraulics studies/modeling and analysis design for culverts, drainage systems, stormwater management, TMDL, and erosion and sediment control, bridges, streams, watershed studies, and other floodplain studies
  • Develop Erosion and Sediment Control Designs.
  • Perform H/H analysis for bridges, culverts, streams, small dams, and floodplains and conduct watershed studies for water quality or to reduce flooding
  • Review work performed by other engineers, and consultants including QA/QC.
  • Guide and assist with training, mentoring, and supervising new engineers or interns.
  • Develop reports and obtain permit approvals in support of broader engineering activities involving the design of transportation facilities such as drainage, Stormwater Management, Erosion and Sediment Control, dams, waterways, and associated facilities/structures.
  • Proficient with Utilizes TR-20, Rational method, Streamstat, HEC-RAS to develop 1D and 2D models for hydrologic and hydraulics analysis. Ability to use HEC-17, HEC-18, HEC-20, & HEC-23.
  • Familiarity with FHWA hydraulic engineering circulars, AASHTO publications, and MDOT manuals
  • Utilizes ARC-GIS and HEC-HMS as needed.
  • Utilizes CADD to develop 3D models and develop construction plans.
  • Experience in developing plans, specifications, and estimates per MDOT requirements
  • Work under senior-level engineers and managers to provide innovative design solutions and solve project challenges.
  • Communicate with internal and external clients to ensure an effective water resources design development process.
  • Work in a team environment between multiple disciplines on a daily basis.
  • Perform quality assurance and quality reviews of design reports, plans, specifications, and estimates.
  • Occasionally travel to other offices and project sites as needed.
  • Ability to support business development efforts.

Qualifications:

  • Bachelor’s Degree Civil/Environmental Engineering from ABET accredited engineering program
  • MD Professional Engineer (PE) with the ability to obtain VA, NC, SC and PA licenses
  • Minimum 5-10+ years’ experience in Water Resources Design Engineering for transportation engineering projects with a focus on H&H modeling, floodplain management, stream restoration, stormwater management design, drainage design, and erosion and sediment control design. Bridge hydraulic modeling and scour analysis not required but a plus.
  • Skills and ability to meet Water Resource Engineering pre-qualifications in multiple states including NC & SC.
  • Ability to develop task scope and fee proposals for water resources work
  • Ability to manage task assignments and staff workload
  • Demonstrate working ability with engineering and hydraulics computer design software such as:
    • MicrostationMicroStation, Inroads, OpenRoads Designer, Geopak, Pond Pack, HEC-RAS, GISHydro, HEC-HMS, HydroCAD, WinTR-55, WinTR-20, ArcGIS, Excel, AutoCAD 3D, HEC-RAS
  • Strong communication and interpersonal skills with the ability to effectively communicate with others.

Compensation & Benefits:

Our employees are the most critical part of ATCS. For this position, we offer a competitive salary range of $111,000 - 167,000 per year, commensurate with experience and qualifications. The role is also eligible for an annual bonus, with a target 2% of the employee's annualized salary.
