Programme Manager for Capital Projects
The Programme Manager for capital projects will provide leadership for the strategic development of RFLPS's customer sites (both internal and external customers) taking authority and responsibility for the management, co-ordination and delivery of the Trust Capital Programme ensuring business development and occupier criteria are met in line with agreed time, cost and quality objectives whilst minimising impact of projects on trust income, patient experience and operational activity.

Main duties of the job
The role will provide expert advice, and support to the Deputy Director of Capital Planning & Delivery, Director of Capital Planning & Delivery, customers' senior Executives, Divisional Directors, and clinicians in the strategic development and delivery of the Capital plan in line with agreed project and Trust governing objectives so as to achieve long term best value for the benefit of patients, staff and clinical service.
This post will require the postholder to develop & implement policy relating to the planning & physical environment in which clinical services are provided & comment on other clinical & nonclinical policies. Furthermore, the post holder will be responsible for the smooth, efficient and timely operation of the wider capital programme team.

Person Specification
Education
- Essential
- Educated to degree level
- Educated to Chartered Engineer level (CEng/IEng) or equivalent
- Desirable
- Diploma in Project / Programme Management or similar
Experience
- Essential
- Proven experience of strategic and operational stages of major project development & management
- A proven leader with multi-disciplinary Estate Strategy, Construction and Engineering experience
- Comprehensive knowledge of procurement options, contract management, partnering and joint venture including JCT & NEC3/4 contracts
- Experience in an acute hospital setting with a demonstrable track record of working with clinicians in the delivery of NHS capital projects
- Desirable
- Experience of the development, review & implementation of plans/policies and guidance relating to the built environment
- Demonstrable knowledge of HBN's, Firecode, HGN's and HTM's
- Good knowledge and practical approach to the Capital Investment Manual procedures and Capital Accounting Manual procedures
- Experience of the development, review & implementation of plans/policies and guidance relating to the built environment

- Proven ability of leading and directing multi-disciplinary design, operational and engineering/construction teams along with the ability to communicate clearly both verbally and in writing at all levels of a complex and diverse organization.
