About the role

Description of Work

  • Assist in managing the District's Traffic Operations and Highway Occupancy Permit (HOP) programs.
  • Monitor the district's sign inventory, aid county crews in reducing backlogs, and review plans related to signs, pavement markings, and detours.
  • Ensure complaints regarding signs and markings are addressed promptly.
  • Ensure emergency detours and annual sign repair contracts are completed on schedule.
  • Help oversee the district's pavement marking and line-painting initiatives.
  • Prepare contracts and organize the annual sign meeting.
  • Review plans, provide technical guidance, and ensure compliance with state regulations and safety standards.
  • Manage the Highway Occupancy Permit program by handling requests for driveways, developments, and other access points to state roads.
  • Review engineering studies, lead discussions with applicants and engineers, and coordinate with various PennDOT units for reviews.
  • Supervise staff and consultants, ensure permits comply with state and federal regulations, and assist in resolving issues.
  • Review and approve or deny permit requests, track progress through the electronic permitting system, prepare reports, and inspect major projects.
  • Assist with legal matters, draft official correspondence, and ensure excellent customer service while supporting district transportation objectives.

Work Schedule and Additional Information

  • Full-time employment.
  • Work hours: 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: Opportunity to work from home part-time with a securely configured high-speed internet connection from an approved location inside Pennsylvania.
  • Option to report to the headquarters office in Pittsburgh if unable to telework.
  • Salary may be non-negotiable in some cases.

Required Experience, Training & Eligibility

Qualifications

  • Four years of professional civil engineering experience including three years in the appropriate specialty and one year directing the work of civil engineers.
  • Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
  • Possession of a valid driver's license.

Special Requirements

  • Successful candidates with an out-of-state Professional Engineer license must obtain a Pennsylvania license within six months.
  • PA residency requirement is currently waived.
  • Must be able to perform essential job functions.
