CALIBRE Systems, Inc., an employee-owned, mission-focused solutions and digital transformation company, is looking for a highly motivated Program Manager to join our dynamic team supporting a federal client. This position leads execution, governance, and delivery of a federally compliant multi-cloud data platform to ensure secure, scalable, and timely fulfillment of all contract requirements.

Responsibilities

  • Provide overall leadership, management, and oversight of all contract activities and personnel
  • Manage full lifecycle delivery including platform build, Authorization to Operate (ATO), operations, and transition activities
  • Develop and maintain program management artifacts such as WBS, risk logs, schedules, and dashboards
  • Deliver weekly and monthly performance reports including cost updates, metrics, and program status
  • Oversee multi-cloud strategy, architecture decisions, and cost modeling
  • Ensure compliance with federal frameworks including FISMA, FedRAMP, and Zero Trust
  • Lead transition planning and execution, including coordination with incumbent contractor
  • Coordinate across government stakeholders, users, and subcontractors

Qualifications

  • Knowledge of federal cybersecurity frameworks (FISMA, FedRAMP, Zero Trust)
  • Understanding of multi-cloud architectures and data platforms
  • Cost, schedule, and performance management
  • Executive-level communication and stakeholder engagement

Desired Experience and Skills

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field
  • Prior National Institutes of Health (NIH) or Health and Human Services (HHS) program management experience
  • Experience managing ATO authorized cloud systems
  • Familiarity with Zero Trust and multi cloud architectures
  • Certifications such as Cloud Architect Certifications (AWS/Azure/GCP), Agile/SAFe Certifications
  • Experience achieving ATO within aggressive timeframes (within ~4 months)
  • Experience with large-scale data platforms or data lake architectures
  • Familiarity with healthcare or Centers for Medicare & Medicaid Services (CMS) linked datasets
  • Experience managing high-availability systems (≥99% uptime requirement)
  • At least 5 years technical experience
  • At least 2 years managing programs of similar size and scope
  • Experience managing federal IT programs
  • Extensive background in technologies, network devices, hardware, and software
  • Professional certifications commensurate with duties (e.g., PMP or equivalent, CISSP/CISM, SANS GSNA)
