Potomac Haven is seeking an experienced Full Stack Web Developer to lead the development of a new stand‑alone campaign website for the Missouri Department of Mental Health’s (DMH) Problem Gambling Prevention initiative. In this role, you will drive the website’s full development lifecycle – from architecture and UX/UI design to front‑end/back‑end development, testing, deployment, hosting, and ongoing maintenance. You will ensure the site meets high standards of functionality, user experience, performance, security, and accessibility. This project is a centerpiece of Missouri’s public health campaign against problem gambling, and the new site will provide educational resources and tools to help curb gambling addiction.

Key Responsibilities

  • End‑to‑End Web Development: Design and implement a modern, user‑friendly website on a contemporary CMS (e.g. Word Press or Drupal) to be deployed on a secure cloud platform. You will create a responsive UI aligned with campaign branding and build all required features – from content pages and navigation to interactive elements – ensuring a seamless user experience. Both front‑end (HTML5, CSS3, JavaScript, frameworks like Bootstrap/jQuery) and back‑end development (PHP‑based CMS customization, database integration) are central to this role.
  • Architecture & Hosting: Define the site’s technical architecture and set up robust hosting in a scalable AWS cloud environment. Configure web servers (such as Nginx) and caching systems (e.g. Varnish or other CDN caching) to optimize performance and reliability. Ensure strong security practices, including SSL/TLS encryption, HSTS protocols, and use of web application firewalls (the Missouri DMH’s current environment employs Imperva for web security).
  • Accessibility & Compliance: Ensure full ADA/WCAG 2.1 AA compliance across the website’s design and code. Conduct accessibility audits (using tools like Siteimprove or similar), implement responsive design and semantic HTML, provide alt text for images, and remediate any issues so that the site is fully accessible to all users. Adhere to Section 508 standards and other relevant state web accessibility/privacy requirements, delivering a site that meets public‑sector compliance benchmarks.
  • Analytics & Data Integration: Set up comprehensive analytics from day one to measure campaign effectiveness. Implement Google Analytics 4 (GA4) and Google Tag Manager, including defining custom events and conversion goals (e.g., tracking clicks on “Get Help” resources, downloads, video plays). Coordinate with campaign strategists to use UTM parameters for all media links, enabling detailed source tracking.
  • Dashboard & Reporting: Develop a custom performance dashboard (e.g., using Google Looker Studio/Data Studio) to visualize key metrics such as site traffic, user engagement, and conversions. Maintain and update the dashboard regularly, and automate reports (weekly summaries, monthly analysis) to provide stakeholders with clear insights into the campaign’s impact. You will present data in a meaningful way and possibly integrate additional data sources (like social media or ad analytics) over time to enrich the reporting.
  • Collaboration & Project Management: Work remotely as part of a cross‑functional team, participating in weekly virtual meetings with DMH and partner agencies. Collaborate closely with content strategists and designers to integrate provided campaign content and branding into the site. Communicate technical concepts and progress updates clearly to non‑technical stakeholders, gather feedback, and adjust deliverables accordingly. Manage development timelines and tasks effectively to meet an aggressive launch schedule, proactively identifying and mitigating any risks or blockers.
