Why is this role important?

The Program Consultant provides advanced knowledge and expertise on privacy and the management of sensitive data, including Personal Health Information (PHI), supporting the secure and compliant use of analytical data across the organization. The Program Consultant leads the development and implementation of data management policies, standards, best practices and tools and supports the ongoing management of data access processes, including operational workflows, audit and monitoring activities. The Program Consultant will act as a change agent within the Data Governance branch and work as part of an interdisciplinary matrix team.

What you'll do

  • Leads and contributes to priority data management and data access initiatives, supporting planning, prioritization, implementation, and evaluation activities within this program of work.
  • Maintain expert knowledge of CIHI’s privacy and security requirements (including PHIPA) to guide the implementation of data access and governance controls aligned with business and user needs.
  • Apply industry standards and best practices to establish and enhance data governance standards, policies, guidelines, tools, and metrics across current and emerging platforms.
  • Develop presentations and education materials to support and influence key data management initiatives related to the operations and enhancement of data access processes and tools (e.g. ServiceNow and future platforms).
  • Oversee and optimize internal data access processes and workflows, including user support, troubleshooting issues and identifying opportunities to improve efficiency, transparency, and compliance with privacy and security requirements.
  • Advise on data management and data access practices working closely with Privacy and Legal Services and Information Security to implement data governance policies and procedures. Act as champion for Demonstrable Accountability, including supporting audit readiness, access reviews, and monitoring of data usage.
  • Leverage monitoring and audit tools (e.g., Varonis) to support ongoing oversight of data access and usage, identify potential risks, and strengthen compliance with data governance and privacy requirements.
  • Engage and advise internal stakeholders to promote awareness and adoption of data governance and data management best practices through the development of documentation and materials (e.g. policies, procedures, job aids).
  • Establish and maintain relevant contacts with external organizations to exchange knowledge and expertise relating to data management.
  • Promote the organization, its products and services, through participation on external committees, presentations and/or attendance at provincial, national and international conferences, preparation of articles for publication and other activities as required.

What you'll bring to the table

  • Undergraduate degree in Library and Information Science, Management Information Systems, Informatics or a related field.
  • Minimum of 5 years of combined experience in data governance, data management and information management.
  • Demonstrated leadership experience.
  • Subject matter expertise in data access management, including access processes and controls, and audit and monitoring.
  • Knowledge of the data and information lifecycle and related governance, including data access, privacy legislation (e.g. PHIPA), data stewardship principles, and the collection and use of data.
  • Demonstrated experience developing and implementing policies, standards, or guidelines related to data access, privacy, or data governance.
  • Excellent analytical, critical thinking and problem-solving skills.
  • Demonstrated ability to analyze, synthesize and communicate complex information.
  • Demonstrated ability to prioritize and manage multiple tasks with minimal supervision.
  • Excellent ability to form and maintain strategic partnerships.
  • Strong written and oral communication skills for diverse audiences.
  • Self-directed, innovative and able to work with minimal supervision, while working effectively within a large, interdisciplinary team.
  • Experience with data access, monitoring and auditing tools (e.g. Varonis) is an asset.
  • Familiarity with cloud-based data environments (e.g. AWS), including data governance and access management practices within these platforms, is an asset.

Additional Requirements

  • Primary locations: Toronto or Ottawa.
  • Occasional travel may be required.
  • Must comply with all CIHI workplace policies, including privacy and confidentiality.
  • Fluency in English is required, bilingualism in both official languages is an asset.
