The Position
The Project Manager will serve as a senior delivery lead supporting the Department of Justice (DOJ), with a focus on enterprise network operations, infrastructure support, and service delivery within DOJ component environments. This role works closely with DOJ OCIO organizations, mission program offices, and technical stakeholders to ensure services align with operational priorities, performance requirements, and secure, reliable IT service delivery.
Program Leadership & Delivery Oversight
- Provide leadership and operational oversight for DOJ programs supporting network operations, infrastructure services, cybersecurity, and enterprise IT service delivery.
- Lead Task Leads and cross-functional teams delivering services across DOJ components, including organizations such as JMD, FBI, EOUSA, OJP, DEA, and ATF.
- Ensure disciplined execution across the program, maintaining compliance with cost, schedule, performance, security, and contractual requirements.
- Oversee delivery of 24x7 operational services, ensuring availability, reliability, and performance of network and infrastructure systems supporting DOJ mission needs.
- Track performance metrics, service levels, and contract deliverables; identify risks and implement mitigation strategies to ensure consistent program success.
- Support resource allocation decisions including staffing, workforce planning, and operational coverage to meet mission and service requirements.
- Partner with corporate leadership and finance teams to monitor program performance, manage burn rates, and support financial planning activities.
Operational Performance & Service Management
- Ensure delivery aligns with defined service level objectives (SLOs), key performance indicators (KPIs), and quality assurance requirements.
- Oversee incident management, problem resolution, and change management processes to support stable and secure IT operations.
- Manage high-tempo operational environments, including incident response, escalation, and service restoration activities.
- Drive continuous improvement in service delivery, operational efficiency, and system performance.
- Ensure adherence to IT service management (ITSM) best practices and standardized operational processes.
Reporting & Contract Compliance
- Oversee development and delivery of all required program reporting, including daily operations summaries, weekly activity reports, and monthly performance and status reports.
- Ensure accuracy and consistency of reporting across performance metrics, staffing, financials, and deliverables.
- Provide clear communication to Government stakeholders on program status, risks, issues, and performance trends.
- Support contract compliance activities, including quality assurance plans, performance monitoring, and audit readiness.
DOJ Customer Engagement
- Serve as a senior delivery lead supporting DOJ program offices and mission stakeholders.
- Work closely with OCIO organizations, service delivery teams, and technical stakeholders to ensure alignment with operational priorities and mission needs.
- Coordinate with Government leadership, including Contracting Officer Representatives (CORs) and program stakeholders, to support execution and performance management.
- Support implementation and sustainment of secure IT solutions, including network infrastructure, cloud services, and cybersecurity capabilities.
People & Organizational Leadership
- Lead and mentor geographically distributed teams supporting DOJ programs.
- Foster a culture of accountability, collaboration, and operational excellence.
- Establish consistent program governance, delivery processes, and best practices across the team.
- Mentor Task Leads and technical staff to strengthen delivery capabilities and team performance.
Strategy & Execution
- Align program execution with organizational priorities and DOJ mission requirements.
- Identify opportunities to enhance service delivery, improve operational efficiency, and support evolving technology needs.
- Monitor trends in network operations, cybersecurity, and enterprise IT services to inform program execution and improvements.
Requirements
What You’ll Need to Join Our Team
- Clearance: Must possess and maintain an active Secret clearance.
- Experience: 10+ years supporting or leading federal civilian or law enforcement programs, with experience in operational IT environments.
- Certification: PMP (or equivalent) preferred.
- Program Management: 5+ years managing complex federal programs or task orders, including oversight of cost, schedule, performance, and contract deliverables.
- Operational Delivery: Demonstrated experience managing IT service delivery or network/infrastructure operations , including environments with high availability or 24x7 support requirements.
- Technical Environment: Background supporting enterprise environments such as network operations, infrastructure services, cybersecurity operations, or cloud platforms within federal agencies.
- Performance Management: Experience managing programs against service level agreements (SLAs), performance metrics, and quality assurance requirements .
- Federal Experience: Demonstrated experience supporting DOJ or similar federal civilian agencies, with familiarity in working with OCIO organizations and Contracting Officer Representatives (CORs).
- Leadership: Proven ability to lead cross-functional technical teams, manage staffing plans, and support workforce planning in dynamic operational environments.
- Communication & Reporting: Strong experience developing and delivering executive-level reporting, operational status updates, and program performance briefings .
