The Project Manager (PM) will support shaping of a PMO for technical/cyber related projects for a federal agency. The successful candidate will provide technical support to define and implement enterprise‑wide project management processes, practices, and tools that are consistent with industry and Edwards best practices, while ensuring successful delivery of all initiatives, including planning, budgeting, and scheduling. This role requires competency with cybersecurity best practice, as well as expertise in project management methodologies and risk mitigation. Projects will vary in size starting at $500K and may include the following technology:
- IT Infrastructure and Infrastructure Security
- Networking
- Microsoft 365
- SAN Implementations
- Azure, AWS
- Transaction Systems / Sequencing Projects / Managing Stakeholders
This role is onsite, five days a week in downtown DC.

Responsibilities
- Engage with technical teams and stakeholders to prioritize and deliver high‑quality IT solutions to meet business needs
- Collaborate with IT and clients/stakeholders to gather requirements, develop project plans, and align client business objectives with technical initiatives
- Identify and capture risks, propose mitigation strategies, and implement solutions to protect client’s infrastructure
- Initiate technical planning sessions and build consensus among project team members
- Ensure projects are compliant with subcontracts, purchase agreements, plans, specifications, and approved changes
- Perform GAP analysis, technical remediation, and leverage problem‑solving methodologies
- Implement established policies, system monitors, and controls to ensure successful management and reporting of all program initiatives
- Design appropriate communication cadence, guide client communication and collaboration, and interface with senior‑level Government and contractor personnel
- Develop program‑level (or enterprise‑level) schedules to coordinate and manage integrated efforts between individual projects under the purview of the client’s executive staff
- Manage vendor relationships to ensure high levels of quality deliverables and performance
- Oversee identification of all cybersecurity requirements and make recommendations for an appropriate level of protection to IT resources (e.g., CMMC, NIST)
- Provide guidance on dealing with risk, compliance, and assurance issues from internal and external perspectives
- Perform evaluation, testing, validation, and documentation as required
- Prepare project reports and presentations for program and project status meetings
Required Qualifications
- Excellent communication and organizational skills, including ability to communicate effectively with senior‑level stakeholders orally and in writing
- Bachelor’s degree in Information Technology/Systems, Business, or related field
- Minimum of 6 years overall experience, with at least 5 years of direct Project Management experience including management of cross‑organizational projects
- Demonstrated proficiency with tools such as Microsoft Project and SharePoint
- Understanding of complexities of supporting IT‑related projects and the review/build‑out of technical project documentation
- Current Project Management Institute (PMI) Project Management Professional (PMP) certification
