Senior Developer IAM (Microsoft Entra ID)

Role Overview

We are looking for a Senior Developer with deep expertise in Identity and Access Management (IAM), specifically focused on Microsoft Entra ID. This is a hands-on engineering role, not just architecture the candidate must design and implement enterprise IAM solutions.

The role will support large-scale, public-facing government applications (Maryland Benefits platform) with a focus on security, scalability, and compliance.

Key Responsibilities

IAM Architecture & Development

• Design and implement end-to-end IAM frameworks
• Build scalable, secure identity solutions for enterprise applications
• Develop identity-centric security models

Entra ID Implementation

• Hands-on configuration and deployment of Entra ID (Azure AD)
• Manage enterprise and customer identity solutions (CIAM + Workforce IAM)

SSO & Federation

• Implement Single Sign-On (SSO) using SAML, OAuth, OIDC
• Integrate applications with identity providers

Access Control & Security

• Design and implement:
  • RBAC (Role-Based Access Control)
  • PAM (Privileged Access Management)
• Ensure least privilege and governance compliance

Authentication & Security Policies

• Implement:
  • MFA (Multi-Factor Authentication)
  • Adaptive / Conditional Access policies
• Strengthen identity security posture across platforms

Integration & Development

• Build and integrate IAM solutions with:
  • Enterprise apps
  • APIs
  • Cloud services
• Write code for automation, provisioning, and identity workflows

Required Skills

Core Skills

• Strong experience with Microsoft Entra ID / Azure AD
• IAM protocols: SAML, OAuth 2.0, OpenID Connect
• Identity lifecycle management
• SSO, MFA, Conditional Access
• RBAC & PAM

Technical Skills

• Programming/Scripting (PowerShell, .NET, Python, or similar)
• API integrations
• Cloud security (Azure preferred)

IAM Platforms (Any)

• Entra ID (MANDATORY)
• SailPoint / ForgeRock (nice to have)

Education & Certifications

• Bachelor s in Computer Science / IT / Security
• Preferred Certifications:
  • CISSP
  • CISM
  • Azure / Entra certifications
  • AWS Security Specialty (optional)
