To strengthen our Data Science Unit (DSU), we are looking for an experienced, enthusiastic Data Scientist for evidence-based policy consulting using data science methods. The twenty-person DSU team is spread across several international Technopolis locations and combines diverse academic backgrounds from astrophysics to psychology. We promote openness, collaboration, and diversity and share a passion for developing data science applications for evidence-based policymaking.
Our projects include, among others, the development of a technology readiness level determination tool for the German Cyber Agency, an AI-based mapping of research utilization for the Austrian Research Promotion Agency (FFG), and data-based modeling of the climate net benefit of digital technologies, including dashboard integration for the German Energy Agency (dena). In addition to policy consulting, the DSU also conducts its own research and development in the field of innovative data applications – often in collaboration with internal and external partners. Our focus is on data consolidation (e.g., via API), automated analysis of structured and unstructured data, and the development of data-driven models and visualization solutions. We use methods such as entity resolution, machine learning and NLP (Natural Language Processing) models, web scraping, feature engineering, and interactive visualizations. Current focus areas are real-time indicators, causal inference, and generative AI. Experience or willingness to learn in these areas is therefore particularly desirable.
YOUR TASKS
- Implement suitable data science methods in science-based consulting projects for the analysis and evaluation of policy programs and trends
- Project management/leadership in agile contexts and preparation of results tailored to the audience based on independent conceptual and empirical work
- Project acquisition (concept and proposal preparation) as well as networking with cooperation partners and relevant stakeholders
- Conduct data-driven analyses using modern AI and data science methods in Python-based, scalable analysis environments
- Develop and implement robust data pipelines for the extraction, transformation, and integration of heterogeneous data sources, ensuring data quality and validation
- Conceive and develop interactive dashboards for the visualization and communication of data-driven insights tailored to the audience
YOUR PROFILE
Completed studies in a relevant field, solid empirical methods knowledge, ideally in the context of policy consulting. Additional studies or equivalent professional experience in modern data science and computer science methods
At least three years of relevant professional experience in the application of advanced data science methods (beyond basic statistics/econometrics) in the public policy context
Sound knowledge of Python is required, knowledge of SQL and R is advantageous
Very good language skills in German and English, other languages are an advantage
Experience with open data sources, GitHub, database consolidation, data processing, and web scraping
Good communication skills and the ability to work in an international and multicultural environment
Desirable experience and competencies:
- Experience with NLP and knowledge extraction is particularly desirable
- Knowledge and interest in machine learning methods for classification are a plus
- Experience with Microsoft Azure in building data science workflows and in governance and MLOps contexts
- General understanding of the field of science, technology, and innovation, as well as experience in collaborating with policymakers and knowledge of handling economic and innovation-related data are advantageous
