We are supporting a large-scale Digital Oilsands Initiative (DOI) focused on transforming operations through advanced digital technologies, cloud adoption, and data-driven strategies within a complex enterprise environment.

This is a high-impact leadership role within a multi-year transformation program, offering the opportunity to shape strategy, governance, and execution from the ground up.

Role Overview

We are seeking a Senior Program Manager / Senior Project Manager to lead end-to-end program strategy and execution. This role will act as the primary interface between executive stakeholders and technical delivery teams, ensuring alignment, governance, and successful delivery across multiple workstreams.

This position is the anchor hire for the program and will play a key role in defining future team structure and scaling delivery capabilities.

Key Responsibilities

  • Lead discovery, scoping, and requirements definition for the initiative
  • Define and execute the program roadmap, priorities, and delivery strategy
  • Establish program governance, reporting frameworks, and executive cadence
  • Manage multiple digital workstreams, risks, and interdependencies
  • Act as the primary liaison between executive stakeholders and delivery teams
  • Coordinate delivery across professional services, managed services, and future resource scaling
  • Support the development of a scalable delivery model for long-term success

Required Qualifications

  • Mandarin language proficiency (mandatory)
  • Proven experience leading large-scale, complex programs
  • Strong background in digital transformation initiatives
  • Experience working closely with technical teams (architects, engineers, cloud teams)
  • Strong experience in executive stakeholder management and governance
  • Hands-on experience with Azure cloud transformations and governance
  • Ability to manage multi-vendor and multi-workstream environments

Technical & Domain Expertise

  • Enterprise digital transformation programs
  • Cloud platforms and modern application architectures
  • Data, analytics, automation, and integration initiatives
  • Understanding of industrial, energy, or operational technology environments

Preferred Qualifications

  • Experience within Oil & Gas or Energy sector
  • Managed services or DevShop / turnkey delivery experience
  • Experience in global or multinational enterprise environments

Work Environment

  • Hybrid work model with travel expenses covered
  • Remote flexibility available with required overlap in Mountain Standard Time (MST) (early morning availability expected)
  • Standard schedule: Monday to Friday, approximately 8 hours/day
  • Occasional after-hours or weekend work during major milestones

Pay

  • $70.00-$80.00 per hour
