About the role
This role serves as the lead Appian Solutions Architect responsible for designing and guiding the architecture of ECWM capabilities built on the Appian low-code platform.
Position Overview
We are seeking an experienced Solutions/Software Architect to support the Defense Logistics Agency (DLA) Electronic Contract Writing Module (ECWM) Sustainment and Development program under the Procurement Integrated Enterprise Environment (PIEE) Program Management Office. This off-site role leads architectural design and development of ECWM enhancements built on the Appian low-code platform, ensuring scalability, maintainability, and compliance for DoD contracting operations across multiple agencies and integration points.
Key Responsibilities
- Lead end-to-end architectural design for ECWM enhancements and new capabilities on the Appian BPM platform, including classified and unclassified instances
- Design and develop solutions for complex systems integration challenges across Government enterprise systems including PIEE, FAMIS, DAI, DEAMS, MOCAS, SAM.gov, and EDA
- Evaluate feasibility of future ECWM enhancements and modernization initiatives, providing technical recommendations to program management
- Define and enforce architectural standards, design patterns, and development best practices for the ECWM development team
- Lead technical decision-making for multi-agency configuration management, ensuring DLA-specific requirements are addressed without breaking shared codebase integrity
- Design cloud-native and microservices architectures supporting ECWM deployments in AWS/SCCA-compliant DoD environments
- Oversee data migration strategies, including transition from legacy Procurement Desktop-Defense (PD2) systems
- Address platform compatibility, scalability, and performance challenges across approximately 19 concurrent services supporting multiple DoD agencies simultaneously
- Conduct architectural reviews and guide developers through complex technical problem resolution
- Produce comprehensive architectural documentation including system diagrams, integration specifications, and design decision records
- Support Authority to Operate (ATO) activities by ensuring solutions meet DoD security and compliance frameworks
Required Qualifications
- Experience: Minimum 5 years of progressive software/solutions architecture experience, including design of enterprise-scale systems
- Appian Expertise: Hands‑on advanced experience with Appian platform including SAIL, process modeling, data fabric, integration connectors, and platform administration
- Government Systems: Demonstrated experience with DoD or Federal Government contracting and procurement systems (CON‑IT, ECWM, ACWS, IDEAS, or equivalent)
- Integration Architecture: Proven ability to design RESTful and SOAP API integrations across complex enterprise system landscapes
- Database Design: Experience with Microsoft SQL Server, data modeling, ETL processes, and data integration patterns
- Cloud Architecture: Experience designing and deploying solutions in AWS or equivalent cloud platforms; familiarity with DoD SCCA‑compliant environments and IL‑4 requirements
- Security & Compliance: Working knowledge of DoD security requirements, secure coding practices (OWASP), RBAC implementation, and ATO processes
- Development Methodology: Strong background in Agile/Scrum delivery within Government program environments
- Certification: Relevant certification from a nationally recognized technical authority (e.g., Appian Certified Senior Developer, Microsoft Certified Architect, AWS Solutions Architect)
- Security Clearance: Must be able to attain IT‑II Non‑Critical Sensitive (NCS) or Tier 3 (T3) clearance at time of proposal submission
Preferred Qualifications
- Bachelor's degree in Computer Science, Information Technology, or related field
- Appian Certified Senior Developer or Lead Developer certification
- Prior experience on CON‑IT, ECWM, ACWS, or IDEAS programs
- Familiarity with DoD/DLA procurement processes, DFARS/FAR requirements, and Procurement Data Standards (PDS/PRDS)
- Experience supporting classified system deployments (IL‑5 or above)
- Knowledge of PIEE ecosystem components and downstream financial system integrations (FAMIS, DAI, DEAMS, MOCAS)
- Experience with microservices architecture and containerization in Government cloud environments
- Familiarity with AI/ML integration capabilities within low‑code platforms
