About the role
Overview
Evans is seeking a Program Manager to lead all contract-level activities for the SBIR/STTR/RIF Program Management Support Task Order supporting the U.S. Navy. The role provides day-to-day direction, cost/schedule oversight, quality assurance, and coordination with Program Managers across NAVAIR, NAVSEA, and NAVWAR. The Program Manager ensures seamless execution of all program requirements in accordance with SOW and serves as the primary point of contact to the COR and government technical leaders.
Location
Hybrid with on-site requirements up to 3 days/week at the Naval Air Station in Washington, DC.
Responsibilities
- Lead overall program execution, including planning, staffing, financial management, subcontractor coordination, and reporting.
- Develop, monitor, and update program baselines, risk registers, staffing plans, and LOE management artifacts in accordance with the NAVAIR Level of Effort clause.
- Oversee cost, schedule, and performance for all task areas—ensuring alignment with government priorities and timely delivery of all Contract Data Requirements and monthly reports.
- Coordinate activities across geographically dispersed teams and stakeholders at various Navy facilities.
- Provide contract transition planning, annual re-baselining, and process refinement for program years and option periods.
- Ensure compliance with all security, IT, and records management requirements, including Navy/Flank Speed collaboration security procedures.
- Facilitate communication between all program PMOs and support consistent implementation of enterprise processes, policy updates, and program guidance.
- Lead quality assurance reviews of deliverables, SOPs, training materials, metrics, and program documentation.
- Support program management operations with stakeholder engagement, data calls, and executive-level briefings.
Requirements
- Active DoD Secret clearance (or the ability to obtain one).
- Master’s Degree in Business, Marketing, Communications, Public Relations, Engineering, or related field plus 10 years of experience.
- 10+ years of experience in program/project management, preferably within DoD or federal government space.
- Demonstrated experience managing Navy or DoD acquisition or S&T-related programs of similar size and complexity.
- Strong understanding of SBIR/STTR program lifecycle, DON acquisition processes, and SYSCOM organizational structures.
- Ability to direct cost-reimbursable efforts and manage LOE-driven task orders.
- Excellent communication, leadership, and stakeholder management skills.

Compensation
Salary is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $146,000 to 163,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is one component of Evans’s total compensation package for employees.
