Technical Engineering Manager - Healthcare Technology (AWS Cloud | Full-Stack | Cross-Functional Team Leadership)

About the Role

We are seeking a Technical Engineering Manager to lead our cross-functional engineering teams building healthcare technology products. You'll manage 15+ team members including engineers, QA, designers, business analysts, and DevOps specialists across multiple concurrent projects in a distributed offshore setup.

This role combines hands-on technical leadership with people management - you'll guide AWS-based architecture decisions while building high-performing teams that deliver scalable, secure healthcare solutions.

Key Responsibilities:

Cross-Functional Team Leadership & People Management:

• Manage and mentor 15+ cross-functional team members including software engineers, QA engineers, designers, business analysts, and DevOps specialists

• Lead distributed/offshore teams across multiple concurrent healthcare projects

• Conduct regular 1-on-1s, performance reviews, sprint planning, and career development Run daily standups, sprint retrospectives, and delivery reviews

• Coordinate cross-functional collaboration between engineers, designers, QA, and business analysts

• Bridge communication between technical teams and non-technical stakeholders

• Hire, onboard, and develop talent across all functions

• Foster a culture of collaboration, ownership, innovation, and continuous improvement

• Handle conflict resolution, team dynamics, and performance management

• Ensure teams follow agile/scrum processes while maintaining delivery velocity

Technical Leadership & Architecture:

• Guide technical direction and architectural decisions for healthcare applications

• Design AWS-based solutions that are HIPAA-compliant, scalable, and secure

• Oversee system architecture, technology stack decisions, and infrastructure design

• Lead code reviews, establish coding standards, and drive technical excellence

• Make technology evaluation decisions for frameworks, libraries, and cloud services

• Lead DevOps and CI/CD pipeline setup

• Collaborate with designers on technical feasibility of UI/UX decisions

• Work with QA to establish testing strategies and automation frameworks

• Partner with Business Analysts to translate requirements into technical solutions

• Troubleshoot complex technical issues and unblock teams

Hands-on Technical Work:

• Write code when necessary for critical features or architectural components

• Provide technical mentorship through pair programming and code reviews

• Prototype solutions and proof-of-concepts for architectural decisions

• Guide performance optimization and scaling strategies

Project Delivery & Stakeholder Management:

• Own end-to-end delivery for multiple concurrent projects

• Ensure cross-functional teams work cohesively toward shared goals

• Manage dependencies between engineering, design, QA, and business analysis

• Ensure on-time, high-quality releases aligned with business priorities

• Identify and mitigate technical and operational risks proactively

• Act as primary technical contact for clients and internal leadership

• Translate complex technical concepts for non-technical stakeholders

• Manage scope, timelines, and resource allocation across all functions

Required Skills & Experience:

Leadership & Management:

• 10-12+ years in software development, with at least 3-5 years managing cross-functional teams

• Proven experience managing 20-30+ people across multiple disciplines (engineering, QA, design, BA, DevOps)

• Strong track record managing distributed/offshore cross-functional teams

• Experience coordinating work between engineering, design, QA, and product/business analysis

• Ability to manage different skill sets and career paths across multiple functions

• Experience with hiring, performance management, and career development

• Excellent at bridging technical and non-technical stakeholders

• Comfortable making autonomous decisions and defending them

Technical Expertise:

AWS & Cloud (Required):

• Hands-on AWS experience: EC2, Lambda, ECS/Fargate, S3, RDS, DynamoDB, VPC, IAM

• Proven ability to design AWS architectures for production applications

• Experience with Infrastructure-as-Code (Terraform or CloudFormation)

• Understanding of serverless architecture and containerization (Docker, Kubernetes/EKS)

• AWS security, compliance, and monitoring (CloudWatch, Secrets Manager)

Programming & Development:

• Strong Python experience (Django, Flask, FastAPI, or similar frameworks)

• Understanding of modern full-stack development (Node.js, React, or similar)

• Mobile application knowledge (React Native, Flutter, iOS/Android) is a plus

• Deep understanding of REST APIs, microservices, and distributed systems

• Experience with both SQL (PostgreSQL, MySQL) and NoSQL (DynamoDB, MongoDB) databases

Cross-Functional Technical Knowledge:

• Understanding of UI/UX design principles and ability to collaborate with designers

• Knowledge of QA methodologies and test automation frameworks (Selenium, Playwright, etc.)

• Experience working with Business Analysts to translate requirements into technical specifications

• Familiarity with DevOps practices: CI/CD, automated testing, infrastructure automation

• Understanding of agile ceremonies and cross-functional team dynamics

DevOps & Engineering Practices:

• CI/CD pipeline design and implementation (Jenkins, GitLab CI, GitHub Actions, AWS CodePipeline)

• Automated testing and test-driven development

• Code review processes and quality standards

• Agile/Scrum methodologies and sprint management

Communication & Soft Skills:

• Outstanding verbal and written communication across technical and non-technical audiences

• Experience facilitating collaboration between different functions

• Ability to resolve conflicts between team members with different perspectives

• Comfortable presenting to clients and stakeholders

• Patient mentor who develops talent across all functions

• Strong emotional intelligence and team-building skills

Domain Knowledge (Preferred):

• Healthcare technology, patient data management, or regulated industries

• HIPAA compliance and data security requirements

• Experience with EHR/EMR systems or healthcare data standards (HL7, FHIR)

Nice to Have:

• AWS certifications (Solutions Architect Professional, DevOps Professional)

• Experience building internal innovation products

• Background in startup or high-growth environments

• Data science/ML frameworks exposure (TensorFlow, PyTorch, Pandas)

• Agile coaching or Scrum Master certification

• Experience managing product designers and understanding design systems

• GraphQL, WebSocket, or real-time application experience

• Multi-cloud strategies (AWS primary, exposure to GCP/Azure)

Required Qualifications:

• Bachelor's or Master's degree in Computer Science, Engineering, or related field

• Self-motivated with ability to work independently and in distributed teams

• Comfortable with offshore team management across time zones
