About the role

Job Responsibilities

  • Supervises utility coordination staff and establish practices and procedures for utility coordination in conjunction with highway projects. This includes preparing, negotiating, reviewing, approving agreements, reviewing invoices, recommending payment of invoices, closing agreements, and assisting other units of SCDOT and utility providers during development and construction of highway projects.
  • Supervises railroad coordination staff and establish practices and procedures for railroad coordination in conjunction with highway projects. This include preparing, negotiating, reviewing, and approving agreements, reviewing invoices, recommending payment of invoices, closing agreements, and assisting other units SCDOT and railroad company representatives during development and construction of highway projects.
  • Provides technical reviews of encroachment permit applications and recommends approval or denial.
  • Researches and provides technical information to Department personnel relative to utility and railroad issues.
  • Represents the Department in meetings with other governmental entities, utility companies, and railroad companies.
  • Performs site visits and field investigations as necessary to facilitate resolution of utility and railroad issues.
  • Researches, reviews and approves utility and railroad certifications and coordinates internally and with FHWA as needed during the project development process.
  • Performs other related duties as assigned.

Minimum and Additional Requirements

  • A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and six (6) years of engineering or construction management work experience; or an approved acceptable equivalence.
  • A valid motor vehicle operator's license is required.
  • The physical demands for the essential functions of this position involve sitting or standing for extended periods of time.
  • This position may require travel.
  • This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling.
  • This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards.
  • May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
  • This position may be exposed to outside environment in all weather conditions and noise.
