Job Responsibilities
Under limited supervision of the Director of Alternative Delivery, provides planning, coordination, and administration of design engineering activities on alternative delivery projects of considerable size, scope, and complexity and serve as the Preconstruction Lead in the office of Alternative Delivery. To assist the Director of Alternative Delivery by providing professional engineering service in the general supervision and management of the Alternative Delivery program. Management of innovative projects/programs includes directing the development and delivery of multiple alternative delivery projects, compliance with project schedules, and monitoring project costs associated with the innovative projects program.
Program and Design Management
- Responsible for management of program managers and design managers, management of the project development process, and administration of projects delivered by the Office of Alternative Delivery including the review of plans and documents prepared by SCDOT staff, consultants, or the alternative project delivery team including NEPA, design criteria, design plans, specifications, reports, studies, and other applicable submittals.
- Supports alternative project delivery contract administration activities including resolving complex engineering design and construction issues and escalation to the Director of Alternative Delivery when needed.
- Monitors and reports on the progress of the alternative delivery projects as it relates to project development and design.
- Ensures projects are designed in accordance with the plans and specifications to meet state and federal standards.
Alternative Delivery Contract Document Preparation and Evaluation Committees
- Oversees the preparation and development of contract documents (RFQs, RFPs, special provisions, estimates, and contract addendums) for alternative delivery projects in accordance with the SCDOT Design-Build Procurement Manual and appoints evaluation committees for shortlisting and technical proposal scoring.
- Oversees the acceptance of alternative technical concepts and collaborates to resolve questions during procurement.
Alternative Delivery Contract Administration/Construction Support
- Conducts Design-Build Team Performance Evaluations.
- Supports alternative project delivery contract administration activities including participation in partnering meetings.
- Assists the Construction Alternative Delivery Engineer with the review and response to RFIs, issue papers, Contract Change Requests (CCRs), change orders, requests for extensions, contractor claims, and value engineering proposals, and makes recommendations as needed.
Project Budgeting
- Oversees the management of project funding obligations and expenditures to ensure compliance with budget.
- Insures STIP accurately reflects project funding.
- Develops and implement strategies to control cost.
- Ensures monthly status reports are developed on alternative delivery projects including updating data in reporting systems.
Project Planning, Programming, and Scheduling
- Responsible for overseeing the maintenance of projects in P2S including statusing alternative delivery projects from planning to project closeout.
- Provides necessary updates on general project funding and ensures projects are delivered within budget.
- Monitors project schedules and ensure projects are delivered on time.
Consultant Contract Management
- Responsible for providing management and oversight of consultants.
- Oversees program managers that develop, negotiate, and manage consultant/professional services contracts.
- Reviews and approves for payment consultant invoices and oversees the preparation of consultant evaluations.
- Responsible for approving consultant schedules in cooperation with project development team.
Project/Program Communication
- Provides written and/or verbal correspondence and reports on projects in response to general questions from community organizations, public officials, media, Commissioners, senior management, et al.
- Assists in the resolution of legal matters as needed including providing expert testimony.
Program Improvements
- Responsible for development of post award policies and procedures to promote statewide consistency in the administration of alternative delivery contracts.
Supervisor/Manager
- Directly supervises assigned staff including preparing performance planning and evaluation documents and related personnel paperwork.
- Coaches, counsels, and trains employees.
- Establishes and monitors work processes.
- Implements management policies and initiatives and promotes teamwork within the organization.
- Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in Engineering and eight (8) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
